What Changed in 11.17.0
Firmware 11.17.0 patched the Bannerbomb3 exploit that worked on version 11.16.0. That exploit used a DSiWare entry point to launch custom firmware.
With 11.17.0 a new exploit is now available. This allows New 3DS systems to be modified again. Old 3DS systems must use a different method.

If Your System Is Still on 11.16.0
If your system is on version 11.16.0-48 and is not modded you should follow a homebrew guide made for that version. Do not update your system until the process is finished.
If your system is already modded on 11.16.0-48 you can safely update after confirming your custom firmware is up to date.
Checking Your Luma3DS Version
Power off the system.
Hold the SELECT button.
Press the Power button while still holding SELECT.
If done correctly the Luma configuration screen will appear.
Your Luma version should be 12.0.1.
Updating Luma3DS Using Universal Updater
If you have Universal Updater installed open it.
Search for Luma3DS by LumaTeam.
Download and install it.
Exit Universal Updater when finished.
Updating Luma3DS Manually
If you do not have Universal Updater download Luma3DS version 12.0.1 from GitHub.
Extract the zip file.
Insert your SD card into your computer.
Copy boot.firm and boot.3dsx to the root of the SD card.
Replace the existing files when prompted.
Eject the SD card and reinsert it into the system.
Luma3DS is now updated.
Updating the System to 11.17.0
Open System Settings.
Select Other Settings.
Scroll right four times.
Select System Update.
Press OK.
Accept the terms.
Wait for the update to complete.
Press OK when finished.
Your system is now fully updated
Fixing Missing Apps
If the Homebrew Launcher or other apps are missing reinstall them using FBI.
If you use a custom Luma build such as one for BootNTR you may reinstall that version after updating.
